Four Colloquia for the Faculty of Education

 

On January 26, the EU SWAp Project sponsored a successful Colloquium for Professors and new Professors in the Faculty of Education on Organising Teacher Education and Competency-based Programming. It was facilitated by Prof. Dr. Duffie Van Balkom. Three other successful Colloquia were facilitated previously: One on Gender Equality, Human Rights and Educational Leadership by Prof. Emeritus Susan Hutton; and the other two by Prof Emeritus Tom Gougeon on Action Research and becoming a Researcher, and Considering Social Science Paradigms when Structuring Research Questions.

Three One-day Workshops for the Faculty of Education

 

On January 12 the EU SWAp Project sponsored a workshop for Professors and new Professors in the Faculty of Education on New Methods of Teaching and Student Assessment. Two International Experts and two National Experts facilitated the very successful event. Two other successful workshops were facilitated previously: One on the Kosovo Curriculum Framework and Teacher Competency Profile by two International Experts and two National Experts; and the other one on Research in Education by two International Experts and one National Expert.

Donor Coordination

 

A Donor Coordination meeting was arranged December 2011. Here the KESP 2012 was briefly presented and plans for the upcoming period were discussed. The next Donor Coordination meeting will be arranged in mid-March 2012 and there the Kosovo Curriculum Framework as well as the Teacher Training Catalogue will be presented.

KESP Management structure

 

The KESP will be managed by a Steering Committee, a Task Force and a Secretariat. The Secretariat was established in the office of the Directorate for EU Integration and Development Coordination and the first monthly Task Force meetings were held in November, December 2011 and in January 2012. In the meetings, which are chaired by the Secretary General of MEST, monthly progress is discussed and planning for the upcoming activites is discussed and decided on. It was decided that a Joint Annual Review (JAR), where the progress of implementation of the KESP 2011 Plan and Budget will be discussed, will be arranged late March 2012.

Two SWAp/KESP Awareness meetings in MEDs

 

SWAp/KESP Awareness meetings were arranged in Peja and Prizren, with participants from surrounding municipalities, schools and NGOs invited too. The participants heard presentations about the SWAp project, the SWAp process and the KESP. The presentations were follwed by lively discussions in both meetings. The participants found it very useful to have received the information and to have been given the opportunity to ask questions.

MEST Directorate for EU Integration and Development Coordination participated on behalf of MEST as the main presenter. The SWAp Project facilitated the meetings.

November / December 2011

 

Two three-day workshops for MEDs and MEST for introcuding Education Planning Tools

 

In November and December 2011 two workshops were arranged, covering all MEDs and key personnel from MEST, for introducing the Education Planning Tools Handbook. The Handbook contains a collection of the most commonly used tools for educational planning; like SWOT analysis, Logical Framework, Cause-Effect analysis etc. The participants selected a suitable "real life" scenario as an example and used the different tools to analyse, discsuss and come up with suitable solutions, or even a project proposal.

The workshops were followed up with tailor made activities in the MEDs from December 2011, and this work is still continuing during the first quarter of 2012.

A three-day workshop for KESP 2012

 

A workshop was arranged in November 2011 to prepare detailed plans and budgets for KESP 2012. This KESP 2012 Plan and Budget will form the basis for the whole education sector for the year. Participants were from all MEST Directorates and Units as well as from Doonor and Implementation Partners.

Project Steering Committee Meeting

On 10 June 2011 the fifth Project Steering Committee Meeting took place, where the progress of the Project made during the January-March 2011 reporting period was presented and the forward work plan for the next reporting period was discussed. Project Steering Committee members welcomed the progress made on all three components of the Project, notably in Component 1 in supporting MEST in the production of the first Annual Implementation Plan of the Kosovo Education Strategic Plan 2011-2016 (KESP) and developing a financial planning tool, in Component 2 in supporting the development of new Kosovo Curriculum and in Component 3, beginning to get the necessary structures and systems into place for the Teacher Licensing scheme.  Click here for the Progress Report January-March 2011

Workshop on "Developing teaching and learning materials for students and teachers"

On 19-20 April 2011, EU Education-SWAP project organized in Villa Gërmi Prishtine a Workshop on ‘Developing teaching and learning materials for students and teachers’’.
Participants were teachers of primary education level (grade 1), lower secondary (grade 6), uppers secondary (grade 10), VET schools (grade 10) and coordinators of levels. Also there were teachers included in subject bases: Mother tongue, Mathematic, Physics, Biology, History, Geography and two professional subjects.
Objectives of the workshop: To produce parallel lesson samples for students and teachers in key subjects based on lessons learned on the previous workshop (19 and 20 February 2011).



 

Objectives:
• Elaborating the methods of knowing and developing competency based and student centred learning in key subjects and corresponding levels
• Elaborating methods for developing teacher’s lesson plans that would be in harmony with students learning
• Using standard models for structuring teaching/learning work
• Writing parallel lessons for students and teachers for key subjects and levels in order to include them in handbooks that will be used for teacher training.

Workshop with Municipal Education Directorates representatives

On 15 and 16 February 2011 EU Education SWAp Project organized a two day workshop focusing on the cycle of plan-do-review in the work of Municipal Education Directorates.


The aims of the workshop were:

- to propose planning instruments for Municipal Education Directorates;

- to offer appropriate approaches to monitoring and evaluation;

- to demonstrate how planning and monitoring/ evaluation form part of the plan-do-review cycle of - activity in education;

- to share good practice from within and beyond Kosovo; and,

- to introduce specific, required practical tasks to be followed up in your daily work.


This workshop will be followed by on-the-job support from a local expert and by a follow-up workshop in the summer.

Project Steering Committee Meeting

On 24 November 2010 the third Project Steering Committee Meeting took place, where the progress of the Project made during July-September 2010 reporting period was presented and the forward work plan for the next reporting period was discussed. All Project Steering Committee members welcomed the progress made on all three components of the Project, especially in Component 1 in supporting the Kosovo Education Strategic Plan, and in Component 2 in supporting the development of new Kosovo Curriculum.

THE EU EDUCATION SWAP PROJECT INITIATES THE PROCESS OF CURRICULUM DEVELOPMENT FOR THE NEW KOSOVO CURRICULUM FRAMEWORK

Prishtina, October 10, 2010 - The Minister of Education Dr. Enver Hoxhaj and the ECLO Deputy Head of Operations, Mr. Melvin Asin, opened a two-day workshop in the Grand Hotel to start the training process for the 17 coordinators, deputy coordinators of the Curriculum process and the members of the six learning area working groups (30 in each) identified by MEST, who will develop the new subject curricula based on the Kosovo Curriculum Framework.
This was the first in a series of three workshops to be held by the EU Education SWAp Project, in collaboration with MEST, on 6, 12-13 and 20 October 2010 in the Grand Hotel for all learning area working groups and was attended by 200 people. The groups will also work independently between 15 and 22 October 2010.
The main objective of the workshops is to develop learning outcomes (what students are expected to have learned in each subject area) for each of the six key stages using the Curriculum Writers’ Handbook developed in July 2010. The work is guided by procedures agreed at the workshop in September 2010 and the Organisational Guidelines based on the Handbook. The next stage of the process will be an analysis of existing curricula and teaching and learning materials later this year in a number of lead schools. This will be followed in April/May 2011 by the development of new when new subject curricula.
The current series of workshops and the development of new curricula will be supported by four EU Education SWAp international and six local short-term experts, who will work closely with the learning area working groups and coordinators, as well as by experts appointed by GTZ for mathematics and science.

Focus Group with Municipal Education Directorates

 

Prishtina, September 06, 2010 - Focus Group with Municipal Education Directorates (MEDs): A Focus Group was organized on September 6 2010 at the EU Education SWAp Project offices with representatives of the MEDs which were not visited during the recent series of field visits to conduct interviews. The Focus Group was organized as part of the Study on the Capacity Building Needs Assessment for Municipal Education Directorates. The MEDs represented were: Prizren, Podujeva/Podujevo, Kamenica/Kosovoska Kamenica, Shtimje/Stimlje, Rahovec/Orahovac, Fushe Kosova/Kosovo Polje, and Kacanik/Kaqanik. The Focus Group discussed the challenges of the MEDs in doing their work, staff development needs and priorities, as well as the current operational context of the MEDs in Kosovo.

MEST has started preparations for the development of new Kosovo curriculum

 

After a wide process of public discussion on the second version of the Kosovo Curriculum Framework (KCF) with representatives of education institutions and civil society at the central and municipal level, MEST has started preparations for the implementation of the new curriculum framework (KCF).

The European Commission Project, Support to the implementation of the education sector-wide approach (SWAp), organised a three-day workshop with KCF working group coordinators, who will be the key organisers of the new Kosovo curriculum development process.

During this workshop the participants were made aware of the implications of the Kosovo Curriculum Framework in the new curriculum development, they were prepared to effectively write learning outcomes, taking into account the importance of gender and inclusion in the curriculum development process. They were also introduced to the appropriate teaching and assessment techniques for a competency-based curriculum.

The training was led by Mr. Richard Webber, international expert for curriculum development from the SWAp Project, and by Mrs. Luljeta Demjaha and Mrs. Eda Vula as local experts.

MEST and EC Launched EU EDUCATION SWAp Project


This project was launched on 27 May 2010. Participants at the event discussed the aims and objectives of the project.

Minister of Education, Mr. Enver Hoxhaj said that the 3 million euro project, financed by European Commission will support the education system and help meet the needs of Kosovo market and the 21st century global market.


 

 


 

Kjartan Bjornsson, Head of Operations at the European Commission Liaison Office in Kosovo said that education was, and remains, a priority of the European Union in Kosovo. The Project “Sector Wide Approach to Education” is of high importance for the Ministry of Education, Science and Technology since it will support the common aim of improving management of the education sector in Kosovo by presenting and developing reforms through a new approach. The EC will continue to support projects which improve the quality of education and the education of the new generations who will be able to fulfill the demands of the European market as well as the Kosovo one.

The Project was presented by Eric Woods, the Team Leader. The Project consists of three components that will make deep changes to the education system. The Project firstly offers support to the Ministry in planning, implementing and monitoring effective sector-wide policies. Secondly, it supports the implementation of the new curriculum framework and thirdly, it aims to develop a profile of teacher competences, a catalogue of teacher training and the development of teacher training capacity and training policies.

Representatives from MED, NGO and teachers were also present at this event.
